REGISTERED SERVICE PROVIDER UNDER THE BUSINESS ENHANCE SCHEME

DConsulta was one of the first Service Provider enrolled by the Managing Authority of the Business Enhance Grant Schemes, as a registered Service provider. This means that the company is registered to prepare Business plans and feasibility studies in line with the requirements of this scheme, which also attract funding at an intensity of up to 80% with a máximum grant of €4,000. Over these last years, the firm has obtained funding for clients under the Business Consultancy Services Grant Scheme, Growth Grant Schemes, Diversification & Innovation Grant Scheme and others, for various operators in the Services, tourism and hospitality, manufacturers and importation and wholesale economic sectors, amongst others.

PROJECT MANAGEMENT OF EU FUNDED PROJECTS

DConsulta’s experience encompasses project management, financial management, research and technical input in various projects that fall under various programmes including decentralised funding including Structural and Cohesion Funding such as ESF, ERDF and Research & Innovation Programme, and also Centralised Funding Programmes such as Interreg, Leonardo da Vinci, FP (Framework Programme), DAPHNE, Media, Lifelong Learning and Italia-Malta Programme. Specifically, DConsulta was involved as project manager of ESF4.98 “Stengthening IMUs and Other Related Functions through Specialist Training Programmes” (see link https://opm.gov.mt/en/CDRT/Pages/Corporate%20Projects/ESF-4-98.aspx) and also as Project Administration Assistants in ESF4.159 “Development of Quality Management in the Public Administration through CAF”.

EU FUNDING CONSULTANCY AND FINANCIAL MANAGEMENT ASSIGNMENTS

Apart from the above DConsulta was also consultant on a number of ERDF projects such as ERDF P.A. 4 – “Arka Foundation Gozo – Energy Generation and Conservation Project” (Project Value €0.35m) and also ERDF 205 “Regenerating Balzan Square and Implementing a Tourist Heritage Trail”(€0.447m). He is also collaborates closely with the Fondazzjoni Temi Zammit (FTZ) on various research assignments mostly for Interreg and Italia Malta Programme projects they are involved in.  With regards to centralised funding programmes he also acted as consultant on two important projects involving the MSDEC and also Civil Protection Department that were named Vienergy (a project aiming to reduce dependence on traditional energy sources and to develop new technology for the production of energy from renewable sources). and SIMIT (a project aimed at developing an integrated civil protection network between the Sicilian and Maltese bodies involved in the risks forecast, prevention and mitigation processes, and moreover in the planning and management of emergencies, to be further extended to the cross-border countries).

PARTICIPATION IN EU PROJECTS IN VARIOUS COUNTRIES

The directors of Dconsulta  have been actively  involved in a number of projects and seminars organized by the Anna Lindth Foundation (Michael was a guest speaker in an activity forming part of Marseille International Conference in 2013), Lifelong Learning Programme (AURORA project) and also projects organized with the aid of the Small Initiatives Support Scheme organized by the national commissioner for voluntary organisations. Michael participated in various workshops abroad and made presentations about various EU related subjects in various countries such as Germany, Poland, Hungary, Italy and France, amongst others.

In addition Josianne also participated in various workshops in Malta, Belgium, Romania, Sweden and others, in respect of Centralised EU Projects including the AURORA Project, falling under the EU 2007-2013 funding programme LIFELONG LEARNING PROGRAMME, as a LEONARDO DA VINCI Partnership, which was chosen by EUPA as best practice project in 2015.

FIRST LEVEL CONTROL ASSIGNMENTS

Josianne has served as First Level Controller on varoius projects including the SIMIT Project funded by ERDF under Italia-Malta Cross Border Cooperation Programme 2007, CALYPSO Project (HF Radar monitoring system and response against marine oil spills in the Malta Channel) funded by ERDF under Italia-Malta Cross Border Cooperation Programme 2007-2013 and ProMed "La Valorizzazione di un Sistema colturale Arboreo" funded by ERDF under Italia-Malta Cross Border Cooperation Programme. She performed these services for different top tier partners including the MRRA/MSDEC, Armed Forces of Malta and Civil Protection.

COST-BENEFIT ANALYSIS ASSIGNMENTS

Our managing partner was responsible for two Cost-Benefit Analysis Studies for the Malta Tourism Authority (MTA) for two ERDF project applications namely the Proposed Upgrading of Coastal Swimming Rocky Beach along Font Ghadir, Tower Road, Sliema and of a Sandy Beach at Ix-Xtajta tal-Qawra, St. Paul’s Bay with a combined project value of €3.5m.
